Moves the tenant, with everything it runs, to another partition: {"partition": n} to shared partition n, or {"dedicated": true} to a new partition of its own (for a tenant that keeps its partition busy). The move runs in the background and is finished by another node if this one stops; follow it with the move route. While the move switches over, the tenant’s requests briefly answer 503 with Retry-After. A tenant that is already moving answers 409.

Tenant selection. A principal bound to one tenant may omit it; if sent, it must equal that tenant (403 otherwise). A principal that may act in several tenants must send it on every request: without it the request is refused with 400, and a tenant it may not act in is refused with 403.
